Campaigns for municipal and provincial council candidates

Candidates for municipal and provincial councils have to be known more closely, in a smaller area than a mayoral candidate. We prepare portraits, a short introduction video, a neighbourhood leaflet and social media content around the candidate’s own circle and expertise.

How are council members elected in local elections?

Under Law No. 2972, local elections are held every five years, on the last Sunday of March in the fifth year; the last local election was on 31 March 2024. Municipal and provincial council members are elected by proportional representation with a 10 per cent threshold, so recognition of the list as a whole and the candidate’s position on it matter. In metropolitan municipalities, a number of members equal to one fifth of each district council also sit on the metropolitan council.

In which provinces is a provincial council elected?

The provincial council is a body of the special provincial administration. Law No. 6360 abolished special provincial administrations in provinces with a metropolitan municipality, so no provincial council election is held there. Since Kocaeli is a metropolitan province, council elections here are held for the municipal councils. Provincial council candidacy applies to candidates in non-metropolitan provinces; in a provincial council election, each district is a separate electoral district.

What a council candidate needs from communication

A council candidate is often someone known in their own neighbourhood, profession or association. Communication rests on a plain message that documents this standing: who they are, what they will work on and how to reach them. When we work with several candidates from the same list, a shared visual language is created; each candidate appears within it with their own portrait and short video.

What do we prepare?

  • Portrait set and a 30–60 second introduction video
  • Leaflet, business card and door card design for the neighbourhood
  • Social media templates and a weekly posting plan
  • A shared visual language and introduction cards for list candidates
  • Planning joint shoot days with the mayoral candidate

On the same schedule as the mayoral campaign

The council list runs on the same timetable as the mayoral candidate’s campaign. In Darıca 2019 and Dilovası 2024 we ran the entire campaigns of mayoral candidate Yakup Törk: campaign and strategy management, press relations, corporate identity, social media management and campaign films; content for council candidates can be planned into the same filming days. Details are on our mayoral campaign management page; for muhtar candidates, see our muhtar election campaign page.

Rules

The campaign period and restrictions are set by Law No. 298 and the decisions of the Supreme Election Council; the content plan follows these rules and is checked with the candidate’s team. For preparation, see our guide preparing for local elections.

Frequently asked questions about council candidate campaigns

How are council members elected?

Under Law No. 2972, by proportional representation with a 10 per cent threshold. Seats are distributed according to the votes each list receives; the candidate’s place on the list is decisive.

Is a provincial council election held in every province?

No. The provincial council is a body of the special provincial administration; in provinces with a metropolitan municipality there is no special provincial administration, so this election is not held. Kocaeli is a metropolitan province.

Do you work for a single council candidate?

Yes. A small package of portraits, a short video and a leaflet is possible; a joint package for several candidates on the same list can also be put together.

Let’s plan your council candidacy together.

Tell us your electoral district, your list and your priorities; we will come back with a scope proposal.
